Role & Responsibilities The consultant will provide technical support and expertise in financial data collection and analysis, scenario evaluation, and financial solution development to facilitate the design of launch-ready labor migration programs from Latin America to Spain.
Cross-border labor migration involves significant costs and financial risks for stakeholders. Some expenses (e.g., airfare) may be reimbursed, while others (e.g., language training) fall on the workers, who often lack resources. The pace of international recruitment varies, and dropouts or certification failures introduce operational uncertainty and financial risk.
This role will map costs, risks, and dynamics across contexts, assess stakeholder willingness to absorb costs and risks, and develop a viable, scalable financial solution.
Responsibilities
The responsibilities will apply to 3-5 mobility pilots. The consultant should scope contexts in multiple geographies (Spain & Latin America).
- Data Collection & Analysis: Gather data to inform program design, including costs across the value chain (e.g., training, matching, migration processing), programmatic overheads, timelines, dropout rates, and local terms and conditions. Estimate post-migration financial metrics (worker earnings, living expenses, and remittance potential). Support in calculating Social Return on Investment (ROI) and other impact indicators. Conduct surveys, focus groups, and use other evaluation tools to capture data from stakeholders.
- Scenario & Incentive Analysis: Assess stakeholder roles (migrants, employers, governments) in relation to cost-sharing, risk tolerance, and expected returns. Conduct scenario analyses to identify conditions under which stakeholders are willing to contribute.
- Financial Solution Development: Design a feasible and sustainable financial solution, addressing barriers like time, risk, and access to capital. The solution must include a market-ready product, validated demand, a clear and stress-tested financial model, and a timeline to viability and scalability. Support in engaging financial organizations, implementers, and capital providers.
Deliverables will be established in coordination with the project team and collaboratively updated. Examples include interview guides, organized datasets, financial models, sensitivity analysis, and presentations.
Timeline & Level of Effort
Consultant must be available from June-October 2025 (55 days total, approximately 11 days/month). This will be remote, with flexible hours across Latin American and Spanish time zones. Some travel may be required.
Skills Required
- Experience in collecting, analyzing, and reporting on quantitative and qualitative data
- Understanding of financial products and concepts (including impact investment & results-based financing)
- Understanding of the impact investment and innovative finance ecosystem
- Experience creating financial models
- Ability to iterate on solutions, incorporate new data, and adapt models
- Fluency in Spanish & English
