The Chief Technical Engineer (CTE) is responsible for architecting and managing the modernization, growth, and maturity of multiple technical solutions across M365, ICAM and future cloud services. This includes ensuring the governance and security compliance related to information management. The CTE also drives innovation and builds knowledge across supported services.
Primary Responsibilities
Technical Architecture The CTE will design the configuration, customization, and architect the implementation of Microsoft 365 subscriptions, ICAM solutions, and authorized cloud services, including all application integrations. The CTE will lead all planning and design activities and be proactive in recommending and reacting to changing business, security, and governance requirements.
Governance and Compliance The CTE will lead all Microsoft Information Governance and Compliance capabilities to govern data for compliance and/or regulatory requirements, including the management of agency specific Microsoft 365 information governance, records management, and data conne tors (as applicable) to support data retention and deletion requirements. The CTE will support all Microsoft 365 privacy/data breach incidents, forensics, eDiscovery, and/or audits. The CTE will be responsible for managing eDiscovery, data holds, auditing and alert policies, and compliance risks.
Primary Responsibilities
- Design, configure, and architect the implementation of Microsoft 365 subscriptions, including device management and data management. Integrate ICAM solutions and authorized cloud services.
- Maintain M-22-09 compliant Zero Trust security following best practices authorized under SP800-53Rev5.
- Lead all planning and design activities, proactively adjusting to changing business, security, and governance requirements.
- Lead governance and compliance efforts to manage customer data securely and cost-effectively, including Microsoft 365 information governance, records management, and data connectors.
- Manage privacy/data breach incidents, forensics, eDiscovery, and audits. Oversee eDiscovery, data holds, auditing, and alert policies.
- Establish and manage a feedback loop to adapt services based on customer insights.
- Share security event data with the SOC and provide guidance on best practices for securing Microsoft 365 environments.
- Ensure robust management of enterprise devices across the organization to maintain security and operational efficiency, aligning with Zero Trust security principles.
Basic Qualifications
- Bachelor s degree in Computer Science or related field and 12+ years of prior or relevant experience or masters degree with 10+ years of experience.
- Minimum of 5 years of experience in technical roles with significant exposure to client communications and managing customer-centric solutions.
- Experience with Microsoft platforms, including M365 (Exchange Online, Endpoint Manager, Configuration Manager, Intune, Purview, Autopilot, Teams, SharePoint Online, Power Platform).
- Communication and collaboration skills.
- Demonstrated ability to learn and adapt to rapid changes in technology.
- Experience interacting with government technical counterparts.
Preferred Qualifications
- Expert level certifications in Microsoft 365.
- Certifications such as ICAM/Okta, ServiceNow ITOM, ITIL, CISSP, or Knowledge-Centered Service (KCS).
- Experience with Zero Trust security frameworks.
- Demonstrated leadership in fostering a learning culture and promoting innovation.
- Track record in problem-solving and implementing technology deployment strategies, including automation and Generative AI and/or copilot solutions to enhance efficiency and user experience.
