Full-Time Affordable Housing Regional Portfolio Manager

Affordable Regional Portfolio Manager is responsible for managing assigned assets, enforcing FPI Management policies, and meeting client expectations.

1. Ensures compliance with Equal Housing Opportunity/Affirmative Fair Housing laws, LIHTC and Section 8 policies.
2. Monitors LIHTC Application and Annual Recertification processes.
3. Maintains regulatory compliance with funding requirements, contracts, and reporting.
4. Conducts file reviews, physical inspections, and interacts with regulatory agencies, including semi-annual inspections.
5. Prepares annual operating budgets for submission to clients.
6. Monitors project budgets and marketing, alerts management to necessary changes, completes monthly/quarterly checklists, and makes rent/concession recommendations.
7. Ensures property maintenance to FPI standards, including turnovers, exterior appeal, and cleanliness. Reviews vacancies, availability, and turnover rates.
8. Reviews financial reports (operating statements, budgets, variances, check registers, delinquency reports) to maintain budgetary control.
9. Monitors service requests for completion, timeliness, and resident satisfaction.
10. Provides training and guidance to employees, responds to resident, client, and vendor communication within 24 hours during the work week.
11. Participates in recruiting and hiring for on-site positions.
12. Evaluates employee performance, documents communication and counseling, and ensures CD Annual Reviews are completed.
13. Ensures compliance with FPI Safety Policies and Procedures.
14. Maintains effective communication with clients and supervisors to meet expectations.
15. Enforces community rules and regulations, complies with Fair Housing Laws and FPI policies and procedures.
16. Maintains professional image by adhering to FPI's Dress Code Policy.
17. Completes required training (Grace Hill, Safety Meetings).
18. Performs any additional duties as assigned by the supervisor.

Minimum Requirements:

• 3+ years of affordable housing program experience (LIHTC, HUD, USDA-Rural Development, etc.)
• Affordable Housing Accreditation (HCCP, etc.) or applicable designations
• 2+ years of Property Management leadership experience
• High School diploma or equivalent
• Relevant college degree preferred
• Certifications from accredited organizations (ARM, CAM, etc.) preferred
• Valid Real Estate Salesperson License (state-dependent)
• Valid driver's license, good driving record, current insurance, and an operable vehicle
• Proficiency in English (reading, writing, speaking)
