Full-Time Assistant Project Manager - Utility Design Reviewer

• Review utility relocation design plans and right-of-way maps.
• Recommend approvals on all utility determination packages.
• Review all aspects of quality control.
• Confirm prior rights determination.
• Review for any betterments.
• Assess utility-preferred relocation alternatives.
• Develop justifications regarding utility relocations and right-of-way exchanges.
• Review right-of-way acquisition maps and easement exhibits.
• Provide technical assistance on utility issues.
• Review and identify prior land rights.
• Coordinate review of utility rights crossing excess land.
• Coordinate and provide information for all utility owners.
• Represent Real Property Branch – Utility Team at meetings.

• A degree in Engineering, Business, or Law is preferred.
• 5+ years of experience in the land services/right-of-way field.
• Knowledge of land rights as they relate to Utility facilities.
• Experience reviewing utility designs.
• Knowledge of title research.
• Knowledge of the Caltrans Utility Relocation Manual, Federal Statutes, and California State Statutes.
• Understanding of land survey principles.
• Skills in preparing technical correspondence and reports.
• Ability to analyze situations accurately.
• Collaboration skills for meeting established project goals.
• Ability to identify potential land rights conflicts.
• Maintain good communication skills and working relationships.
• Interpret various types of land rights.
• Experience in developing and reviewing alternative route studies.
• Proficiency in Microsoft Excel, Microsoft Word, Microsoft Outlook, Microsoft Project, Power BI, scheduling software, and SharePoint.
• Strong organizational skills.
