BARDA Program Manager
The Center for the Biomedical Advanced Research and Development Authority (BARDA) provides an integrated, systematic approach to the development of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies. Oversee all technical and functional activities for successful management of this Statement of Work (SOW).
Manage all performance under this and subsequent task orders at all levels.
Manage all staff (recruitment, retention, onboarding/offboarding, performance) hired onsite and offsite.
Manage all Consulting ODC hires directed by USG.
Track and account for all Government Furnished Equipment (GFE).
Provide leadership and guidance to contractor staff, including training on working with the USG, BARDA, and program/contract management.
Ensure contractor compliance with all SOW requirements.
Advise the COR on improving operational and performance efficiency.
Coordinate routine meetings with contractor staff.
Identify and report contractor performance issues to the COR and CO/CS.
Ensure quality control of all services and deliverables.
Partner with the Travel Manager to ensure all travel meets SOW requirements.
Work with the contractor’s budget office to ensure accurate and timely invoice submission.
Extensive experience managing similar-type, scale, and scope Federal Government contracts or industry contracts is required.
Minimum 10 years’ experience managing Federal contracts. Bachelor's or higher degree in Project/Program management, Business Management, or related scientific fields is required.
Extensive personnel management knowledge and experience required.
Experience with performance assessment, corrective measures, risk management, mitigation, and quality control is required.
Must have experience working on Federal contracts that include both labor and ODCs.
