AECOM seeks a Deputy Chief of Party (DCOP)/Transaction Advisor for the USAID-funded Partnership for Global Infrastructure and Investment (PGI). PGI supports infrastructure project design and delivery, removing barriers to strategic infrastructure opportunities (economic, legal, regulatory, technology, environmental, safety). They provide infrastructure transaction advisory services and technical assistance.
Responsibilities include:
- Supporting the Chief of Party (COP) in project leadership, management, and technical direction.
- Overseeing technical components as needed.
- Leading technical delivery for transaction advisory support, advancing key economic corridors.
- Supporting technical teams in developing deliverables for infrastructure development, aiming for bankable projects.
- Ensuring environmental compliance through assessments and due diligence.
- Representing AECOM and acting as COP as needed for communication and reporting.
- Managing technical resource needs.
- Identifying, managing, and resolving project issues and risks.
- Ensuring systems are established, resources applied for cost, schedule, and quality requirements.
- Monitoring subcontractors and partners for efficient subcontract compliance.
- Overseeing Monitoring, Evaluation, and Learning (MEL) programs for USAID reporting.
- Providing quality assurance support for priority project delivery.
Minimum Requirements:
- Bachelor's degree in engineering, economics, project finance, international development, business administration, or related field.
- 8+ years of experience in infrastructure transaction advisory or engineering.
- Experience managing engineering, infrastructure transaction advisory, or construction projects.
Preferred Qualifications:
- 10+ years of experience in infrastructure transaction advisory.
- 8+ years implementing projects of similar complexity, scope, and budget.
- 5+ years managing projects in international development.
- Proven experience in Africa, Indo-Pacific, and Latin America.
- Experience managing USAID, MCC, DFC, or US State Department funded programs.
- Strong quality assurance/quality control background.
- Master's degree in finance or related field (preferred).
