Job Summary: The OSP Senior Project Manager will lead and manage all phases of outside plant (OSP) construction projects, from design to execution. This role demands technical expertise, strong leadership, and managing complex OSP projects, ensuring timely, scoped, and budgeted deliverables.
Key Responsibilities:
- Project Planning & Design: Oversee outside plant network designs (fiber optic routing, pole placement, trenching), conduct site surveys, collaborate with engineers, assess environmental conditions, create optimized plans, coordinate with regulatory bodies for permits, and ensure durable material selection.
- Project Execution & Coordination: Lead OSP project execution, ensuring compliance with timelines, quality, and budget. Oversee trenching, conduit installation, pole setting, splicing, network testing, safety standards, and PPE usage.
- Vendor & Contractor Management: Select, negotiate, and manage contracts with vendors/subcontractors for all construction phases, establishing performance expectations, managing contractor performance, ensuring quality control and compliance.
- Budget & Schedule Management: Develop comprehensive budgets, monitor project costs, identify overruns, track timelines (e.g., MS Project, Primavera), meet milestones, and minimize delays.
- Risk Management & Troubleshooting: Identify and mitigate potential risks (environmental, permitting, utility conflicts), proactively resolve issues during construction, manage changes in scope, and ensure proper documentation.
- Quality Control & Testing: Oversee OSP network testing (fiber optic cable tests, OTDR, continuity, signal loss), ensure quality standards are met, maintain detailed records of construction, test results, and as-built documentation.
- Stakeholder Communication & Reporting: Communicate regularly with internal/external stakeholders (clients, regulatory bodies), lead project meetings, and provide progress reports on timelines, budgets, risks, and issues.
- Post-Installation & Maintenance Planning: Ensure successful project handover (documentation, drawings, results), develop and implement long-term maintenance plans for OSP network functionality.
Qualifications:
- Bachelor's/Master's degree in Civil Engineering, Construction Management, Telecommunications, or related field (preferred).
- 20-25 years of experience managing OSP construction projects, with expertise in fiber optics, cable, trenching, pole installation, and network infrastructure.
- In-depth knowledge of OSP design & construction (aerial/underground), proficiency with fiber optic systems (splicing, termination, testing), understanding of materials, and familiarity with codes/standards/regulations.
- PMP certification preferred, fiber optic training/certifications (BICSI, Fiber Optic Association) a plus.
- Advanced proficiency in project management software (MS Project, Primavera) and GIS tools.
- Strong leadership, communication, negotiation, problem-solving skills, focus on quality control and safety.
