Performance Management / Project Manager position provides remote support for the NASA Office of the Chief Information Officer (OCIO). eMITS is the Agency's enterprise-level contract managing multimedia, technical communications, and IT for NASA's OCIO and OCOMM.
Responsibilities include:
- Providing Business Service expertise in Performance Management, metrics, and risk management.
- Creating Decision Packages for OCIO Management Board review.
- Leading the Performance Management Working Group, reporting on OCIO/Center OKRs and KPIs.
- Managing portfolios of complex, cross-organizational IT projects, directing and integrating activities.
- Gaining executive buy-in for portfolio/large-scale initiatives.
- Identifying and managing cross-element, cross-organization dependencies, constraints, and risks.
- Guiding Agency IT project managers on OCIO Program/Project Management policies.
- Assisting with strategic/operational planning for integrated portfolio alignment.
- Aligning portfolio approach, impact, and timing with broader environment, mitigating risks and resolving conflicts.
- Coordinating with Customer Engagement representatives on internal/external communications.
- Tracking project plans and advising on prioritization of critical resources or alternate courses of action.
- Gathering IT requirements in executive meetings and providing updates to support Agency-level offices.
- Synthesizing data captured in Enterprise Program/Project Management tools.
- Interfacing with Senior Government IT Executives.
- Managing large IT project portfolios, directing operations, and coordinating team members.
- Identifying and managing project dependencies, constraints, and risks.
- Providing Project Lifecycle documentation.
- Creating and presenting executive-level presentations.
- Providing Weekly Status Updates.
- Creating, tracking, and reporting on project risks.
- Documenting requirements for Enterprise solution tools.
- Analyzing current and planned OKRs/KPIs against Agency IT and OCIO 2025 goals.
Education and Experience Requirements:
- Bachelor's degree in Project Management, Communications, Business Admin, or IT-related field.
- 8+ years of experience (with detailed experience descriptions).
Required Skills:
- 6+ years project management experience
- 3-5 years business/mission (outcomes), strategic/tactical (planning), operational (delivery) experience
- Project Management Professional (PMP) certification
- Risk Management experience
- Requirements gathering and implementation tools experience
- Integrated master schedules and earned value management skills (preferred, not required)
- Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, OneDrive), SharePoint, and Box.
Preferred Qualifications
- Microsoft Excel, PowerPoint proficiency
- Strategy Management expertise
- ITIL Certification (preferred, not required)
- Microsoft SharePoint (preferred, not required)

Salary: $134,000 - $145,000
