Full-Time Senior FEMA Program Manager

The FEMA Program Manager will oversee the implementation of Disaster Recovery Projects with an emphasis on FEMA PA funded programs.

Responsibilities include analyzing and managing projects and resources in the recovery of communities affected by disasters (floods, hurricanes, wildfires). Funding sources include FEMA PA, HMA, CDBG-DR, and CDBG-MIT.

The FEMA PA Program Manager will:

• Oversee and direct the implementation of Disaster Recovery projects
• Assist in developing Scope of Work for project formulation
• Monitor financial performance of projects
• Utilize time management skills to create strategies aiding staff in time management, productivity, and effectiveness
• Exercise discretion and independent judgment in operational decisions
• Develop project plans (goals, budget, deliverables)
• Identify project tasks, workflows, and resource requirements
• Coordinate program policy updates with clients and project staff
• Monitor and report on project progress to senior management
• Provide support and direction to project team (training and technical guidance)
• Oversee and coordinate tasks ensuring schedule and budget maintenance
• Track deliverables using appropriate tools and provide reporting
• Oversee project implementation and operations, potentially overseeing resource distribution
• Support departmental growth strategies and proposal efforts
• Assist state, local, territorial, tribal governments, and non-profit organizations in administering FEMA and/or HUD grant programs for disaster recovery and resilience (guidance to sub-recipients, document review, duty management)
• Exercise independent judgment to support clients on technical aspects of FEMA PA, HMGP, and/or HUD programs (within Federal/State limits)
• Advise on developing policies and procedures related to awarded grants or funding
• Perform risk assessments, record maintenance, and oversight of compliance obligations
• Provide strategic guidance to maximize program efficiencies and benefits
• Monitor program execution and documentation for compliance
• Monitor revenue and expenditures, formulate budgetary projections
• Manage major project efforts requiring complex coordination
• Provide consultation and expert advice to senior management
