Evaluation of Oxfam's Disaster Risk Reduction Programs
Evaluation Type: Evaluating the Sustainability of past Disaster Risk Reduction interventions
Geographical coverage: Pacific islands (Solomon Islands and Vanuatu), Asia (Philippines)
Evaluation Timeline: June 2025 – March 2026
Background: Oxfam is committed to a just and sustainable future. It works to enhance humanitarian action, helping communities develop resilience and reorienting the humanitarian system towards local leadership.
Oxfam implemented a DRR program in Asia and the Pacific with outcomes including:
- DRR Capacity Development: Vulnerable communities and local partners can carry out DRR activities (preparedness to response).
- Communities’ Asset Protection: Vulnerable communities have access to diversified livelihoods and resources.
- DRR Knowledge and Learning: Oxfam, partners, communities, and others share disaster preparedness knowledge.
The program (APLIFT) supported 176 communities from 2014 to 2020. Oxfam wants to assess the sustainability of these efforts five years after program completion.
Purpose and Scope: The evaluation will assess the long-term impacts of DRR interventions and identify factors influencing sustainability. It will measure how communities maintained preparedness practices after program completion.
Key Factors: Capacity strengthening, asset protection, institutional support, knowledge and learning.
A sample of communities will be assessed.
Evaluation Domains: Human, social, environmental, and economic.
Users of the Evaluation: Oxfam teams, donors, regional and country offices, partners.
Key Evaluation Questions:
- To what extent have past DRR interventions been sustained?
- To what extent have DRR projects contributed to current challenges and successes?
- What factors increase/decrease the likelihood of positive long-lasting impacts?
Methodology: Review documentation, consult communities, design methodology, validate sustainability domains, and collect data in culturally appropriate ways.

Team Composition and Qualifications:
Oxfam seeks an Evaluation Lead with 7+ years M&E experience in DRR, humanitarian, or related fields. Experience with multi-country evaluations, building local teams, and integrating gender sensitivity/feminist principles is needed.
