Background and rationale for the evaluation: This program implemented in Central America for Disaster Risk Reduction and Community Resilience, called "Strengthening community preparedness, rapid response and recovery", has been executed in El Salvador and Guatemala since January 2023 to be finalized in December 2025, after two previous phases, one grant from 2017-2020, and another from 2020-2022. This program continues to work with highly vulnerable communities and populations affected by natural disasters with little attention, and this evaluation focuses on evaluating the impacts and learnings of this project phase, taking into account the findings of the final evaluations of the previous grants and understanding the most recent impacts. Guatemala and El Salvador are located in a region highly vulnerable to natural disasters. They have developed institutional frameworks for Disaster Risk Reduction (DRR) and community resilience. In Guatemala, the National Disaster Reduction Coordinator (CONRED) leads risk management with policies such as the Disaster Reduction Management Law. In El Salvador, the General Directorate of Civil Protection coordinates actions under the Civil Protection Law. Historically, both countries have been exposed to risks from disasters such as earthquakes, hurricanes, and volcanic eruptions. There are currently challenges for institutions in terms of financing, inter-institutional coordination, and territorial focus. As well as the lack of sustained investment in territories, institutional fragmentation and socioeconomic vulnerability continue to be barriers to effective risk and resilience management.

The purpose of this program in Central America aimed to ensure that communities affected by recurrent natural disasters have greater capacity for anticipation, preparedness, response, and recovery in case of disaster, and are better equipped to co-lead relief and recovery activities in collaboration with local authorities, with the overall objective of reducing vulnerability and suffering of disaster-prone communities in the Central American dry corridor. The program was implemented by six local implementing organizations in both countries, i.e. in 48 communities of Central America (30 in El Salvador and 18 in Guatemala).

Evaluation purpose and objectives: The purpose is to comprehensively and cumulatively evaluate the impact of the program "Strengthening community preparedness, rapid response and recovery" as part of the continuation of the DRR effort since 2017, in order to generate lessons that guide the design of future programming phases in DRR and resilience in Central America. The evaluation will also seek to identify best practices that contribute to strengthening humanitarian programming in the region. This evaluation must be participatory to highlight local perceptions of both partners and different sociodemographic groups in the communities.

Specific objectives are:

  1. Identify and demonstrate the impacts generated by ATECA 3, both in its progress and challenges, based on previous evaluations and the program monitoring framework, in the context of its continuity with ATECA 1 and 2.
  2. Analyze the differentiated and transformative impacts on communities after 8 years for some and 5 years for others (integrated into ATECA 2), based on the continuity of ATECA 1 and 2, according to the three expected results of the program: development of capacity in Disaster Risk Reduction (DRR), protection and strengthening of livelihoods, and exchange of practices in DRR.
  3. Generate lessons and lessons learned on actions that should be continued, adjusted, or redesigned within the program, and share DRR and disaster preparedness practices. These lessons will serve to improve the effectiveness of the humanitarian sector in future interventions.

Evaluation criteria and questions:

Impact and interconnectedness questions:

  • To what extent has the ATECA 3 program, as a continuation of ATECA 1 and 2, generated transformative impacts or not at the household level, of the formed community structures and particularly for vulnerable groups (women, youth, people with disabilities, producers)?
  • How has DRR training, adapted agricultural practices, vocational training, etc. been linked to generate the observable changes today?
  • How have the agricultural practices promoted by the project for food security transformed food production systems, local knowledge, and household lives?

Effectiveness questions:

  • What are the internal and external factors to the ATECA programming, and how did they directly or indirectly contribute to the positive and negative impacts generated?

Institutional questions:

  • How do local institutions view ATECA's work in disaster preparedness and response at the community level, and how has it influenced new DRR mechanisms now and in the future?

Ethical and safeguarding considerations: The evaluation team must comply with the Code of Conduct, Safeguarding principles, and Oxfam's Responsible Data Management Policy. It is forbidden to disclose any data or information provided by communities, partner organizations, and Oxfam. The products produced will be the property of partner organizations and Oxfam, and may not be disclosed, reproduced, marketed, or shared by any means without the prior written permission of the parties involved.

Evaluation team and support to the evaluation team:

  • Minimum of 7 years of experience in monitoring and evaluation (M&E) and learning project systematization of multi-country evaluations in the field of disaster risk reduction, humanitarian activities, disaster preparedness, recovery capacity, food security and/or other relevant fields.
  • Between 5 and 7 years of minimum experience in collecting data in the field using a variety of methods, and methods that can be adapted to government or Oxfam restrictions to carry out this evaluation remotely and in person, in a context of public health crisis.
  • Experience working in Central America and similar countries in the Dry Corridor region where the program has been implemented.
  • Understanding and demonstrating the application of gender and/or feminist sensitive norms and principles in the evaluation to integrate them into data collection and analysis, as well as in the evaluation recommendations.
  • Good verbal and written communication skills, both in person and online, in Spanish and able to communicate or has resources to adapt data collection or communication tools in local languages (Achí, Chortí) and interpersonal skills to accurately and concisely convey informative and formative answers to evaluation questions, and to establish a link with teams in the countries, local partners, local stakeholders and community members in a respectful and culturally appropriate manner.
  • Experience in effectively presenting, gathering recommendations, and disseminating the evaluation's conclusions and lessons to Oxfam staff, and partners and key stakeholders in the countries.
