General SME Responsibilities:Support BARDA Program Office(s) as a subject matter expert in the fields of Chemical Threats, Radiological/Nuclear Threats, Burn and Blast Injuries, or Biological Threats. Support Influenza and Emerging Infectious Diseases Division (IEIDD). Support research, development, manufacture, and regulatory approval/licensure/clearance of medical countermeasures against these threats including diagnostics, medical devices/infrastructure, vaccines, and therapeutics.
Desired Experiences: medicinal chemistry, preclinical development (animal models, pharmacology, toxicology), advanced clinical development (medical officers, immunologists, clinical operations), analytical product testing, quality control, clinical/regulatory policy, and manufacturing (chemistry, manufacturing, and controls).
Provide guidance and recommendations on key issues.
Serve as advisor on Technical Evaluation Panels (TEPs) to include white papers/market research abstracts, technical proposals, and budget proposals. Participate as subject matter expert on Program Coordination Teams (PCTs).
Provide expert assessments, recommendations, and guidance to PCT and COR.
Provide subject matter expertise and advisory support to federal staff for cost estimates.
Review and comment on study protocols, study reports, regulatory documents, presentations, proposals, and related documents.
Develop work products (expert summary reports, expert opinion assessment reports, analysis reports, manuscript writing, and review). Review documents related to BARDA’s mission, including solicitations, white papers, proposals, and post-award contract documents.
Advise federal staff on the appropriateness and probability of success of Contractor proposed statements of work. Suggest improvements to those statements of work.
Experience distilling complex information into concise summaries, including risk/benefit analyses and balanced recommendations. Participate in strategic discussions, working with USG, in building new program areas.
Provide recommendations for project development level portfolio management and oversight.
Provide recommendations or advise on development, implementation, and improvement of Total Life Cycle Cost (TLCC) efforts. Participate in Market Research efforts.
Responsibilities specific to Health Data Analytics:Serve as Health Data Analytics SME on BARDA funded partnerships. Support program managers and program team regarding health data and analytics. Analyze RWD/RWE to inform MCM value and utility.
Leverage and analyze traditional health datasets (e.g., EHR) with non-traditional datasets (e.g., payer, wearables). Apply predictive modeling techniques to understand disease trajectory and health outcomes.
Qualifications:Master's or Doctorate in computer science, medicine, biostatistics, engineering, or a related field (math, biology, health science, Medical). At least 10 years of applicable experience. Experience with traditional and non-traditional health datasets.
Skills: Knowledge in landscape of companies that mine non-traditional health datasets. Experience with translating findings from health data for clinical relevance. Experience with collection or analysis of RWD and in translating value of such data in informing development of MCMs.
