Lead Resource Assessment and Planning Analyst (Remote)
Under the direction of the Director, act as a technical expert to assess generation sufficiency for reliable service.
Participate in long-term ISO assessments, develop resource adequacy metrics, and perform complex modeling, simulations, and calculations.
Provide oversight for generation resource transitions, including retirements and development activities within the western interconnection.
Principal Duties and Responsibilities:
- Lead and manage generation resource assessment and planning studies, integrating them into CAISO's long-term planning process, focusing on future resource technology enhancements.
- Contribute to CAISO's 10-Year Transmission Plan and 20-Year Outlook.
- Support transmission planning, providing evidence and testimony in regulatory proceedings if needed.
- Lead and support industry consultation on resource adequacy metrics (e.g., loss-of-load).
- Develop appropriate thresholds for reliable service, consulting with stakeholders.
- Serve as subject matter expert on California and Western resource potential and generation business drivers.
- Represent CAISO in collaborative industry efforts on generation and energy technology.
- Provide leadership and expertise for external ISO engagements.
- Participate in CPUC proceedings, submitting comments and testimony, and in WECC and regional adequacy evaluations.
- Manage stakeholder issues and concerns.
- Participate in ISO resource assessment studies, performing modeling, simulations, and calculations (including 24-hour stack analysis and scenario analyses).
- Provide guidance and set work priorities for staff.
- Identify staffing needs, mentor, coach, and train staff.
- Provide performance feedback to management.
- Potentially participate in department hiring activities.
Level of Education and Discipline: Bachelor's degree (BA, BS) or equivalent in Engineering, Computer Science, or Economics. Master's degree preferred.
Amount of Experience: Equivalent years of education and training plus 6+ years related experience.
Type of Experience: Extensive experience in generation resource planning, generation project development, transmission planning, or a combination.
Additional Skills and Abilities: Strategic thinking, strong leadership, excellent judgment and critical thinking, teamwork, analytical and quantitative skills, excellent communication and writing, ability to handle dynamic environments, adherence to deadlines, proficiency with Microsoft Office (especially Excel), collaboration, and negotiation (desired).
