Required Skills: 5+ years of experience
1. Technical Proficiency
Database Management:
o Extensive experience with Oracle RDBMS, including administration and tools like Enterprise Manager.
o Proficiency in SQL/PL SQL for data querying, manipulation, and procedural logic.
Programming Skills:
o Strong knowledge of object-oriented programming languages, particularly Delphi (RAD Studio) and Virtual Component Library (VCL).
o Familiarity with other development frameworks (if Delphi is unavailable).
System Integration:
o Proven ability to develop import/export programs to transfer data between systems.
o Knowledge of enterprise IT infrastructure and system/module integration.
2. Application Development & Maintenance
Hands-on experience with Windows-based application development for platforms like Windows 11 Enterprise and Windows Server 2016+.
3. System Implementation & Transition
Expertise in data conversion and migration from legacy systems to target platforms.
Experience installing software and conducting end-user training, including one-on-one and group sessions.
Ability to independently handle county software installations and onboarding.
4. Stakeholder Support and Communication
Excellent communication skills for interacting with county users, technical teams, and stakeholders.
Ability to provide ongoing user support and address technical issues via phone and electronic communication.
Facilitation of training sessions, from small groups to statewide meetings.
5. Nice-to-Have Skills
Delphi programming experience (if not core, this would be an asset for maintaining the CHEMS system).
Familiarity with SharePoint site administration.
Knowledge of government systems, specifically financial transaction processing, accounting, and supply chain systems.
