Position Summary: Serves as a technical advisor for the Medicare Systems Platform (MiSP) contract at the Centers for Medicare & Medicaid Services (CMS), guiding application development teams through the migration from legacy infrastructure to CMS-controlled cloud environments. Provides expert consultation on CMS policies, compliance requirements, security protocols, and cloud modernization strategies to ensure successful and compliant transitions. This position is advisory in nature.
Key Responsibilities:
- Lead application development teams through the complete migration lifecycle from existing infrastructure to CMS cloud platforms
- Interpret and communicate CMS policies, procedures, and compliance requirements to technical teams
- Provide expert guidance on systems security best practices and cloud security architecture
- Develop migration roadmaps and technical strategies aligned with CMS modernization initiatives
- Advise on cloud architecture design, ensuring optimal performance, security, and cost-efficiency
- Identify and mitigate risks throughout the migration process
- Facilitate communication between application teams and CMS infrastructure/security personnel
- Stay current with federal cloud security requirements, including FedRAMP and FISMA
- Document technical solutions and create reference architectures for common migration patterns
Required Qualifications:
- Bachelor's degree in Computer Science, Information Technology, or related field
- 5+ years of experience in IT systems architecture or cloud engineering
- 3+ years of experience with federal healthcare systems or similar regulated environments
- Demonstrated expertise in cloud migration strategies and implementation
- Strong knowledge of security compliance frameworks (NIST, FedRAMP, FISMA)
- Experience with major cloud platforms (AWS, Azure, or GCP)
- Excellent communication skills with ability to translate complex technical concepts
Preferred Qualifications:
- Experience with Medicare or Medicaid policies and procedures
- Certifications in cloud platforms (AWS Solutions Architect, Azure Solutions Architect, etc.)
- Security certifications (CISSP, CCSP, or equivalent)
- Experience with DevSecOps implementation in government environments
- Experience with legacy system modernization
