JOB SUMMARY:
This role is to serve as Contract Manager under the general direction of the ROW Advisor and Deputy Director of Third Parties. Develops project requirements, scope, budgets, schedules, and contract terms. Provides contract oversight, ensures adequate staffing, and advises on right-of-way issues. Supports timely delivery of right-of-way activities.
JOB RESPONSIBILITIES:
- Assesses project needs, evaluates skill and experience requirements, staffing levels, staffing locations, coordination required and processes. Assigns staffing as appropriate both in project office and home office locations.
- Under general direction of the PDS and Authority, monitor schedules, and right-of-way activities that are necessary for the timely delivery of property rights required for the project.
- Advises survey staff on high-level focused assignments including analyzing situations accurately and adopting an effective course of action, interpreting legal issues in regards to real property.
- Oversees the preparation of project status reports, including schedules, cost estimates, invoicing, additional services, scopes and work plans.
MINIMUM REQUIREMENTS:
BA/BS + 6 years of relevant experience, or demonstrated equivalency of experience and/or education.
PREFERRED REQUIREMENTS:
- Bachelor’s Degree or relevant discipline and/or equivalent years of experience
- Over 20 years of experience working as a Program and Project Manager on major right of way acquisition projects, having at least 100 parcels
- Be knowledgeable and familiar with principles and techniques of quality management, performance, improvement, team building and customer service.
- Be knowledgeable of the laws, rules and policies of the state and federal government relating to real estate acquisitions, relocation assistance, property management, eminent domain, and financial functions and requirements.
- Effectively communicate with a wide range of individuals, management, employees, stakeholders, public organizations, other state agencies and elected officials.
- Perform effectively under rigid time constraints and pressure.
- Analyze complex problems and recommend effective courses of action.
