To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis.
A Senior Project Manager is needed to oversee three projects within the Geospatial Ontario IT Program.
- GIS Delivery Platform Planned Maintenance FY24-25: (22.6% allocation or 44 days of effort) This is an annually recurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching, Portal for ArcGIS implementation, Geocortex to VertiGIS migration, Cyber Security analysis/mitigations, and platform architecture review/documentation.
- GIS Delivery Platform Modernization FY24-25: (46.2% allocation or 90 days of effort) This is a GIS infrastructure modernization project focused on implementing modern platform monitoring, analytics, and reporting middleware.
- GIS Delivery Platform Planned Maintenance 25-27: (31.3% allocation or 61 days of effort) This is a bi-annually recurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching, FME, ArcGIS Server, Oracle, etc. upgrades.
General Skills:
- Leads organizational development, strategy development, business planning, and Ministry funding requests.
- Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.
- Monitors and forecasts project costs, provides reporting and input to ensure targets are met.
- Develops and manages project schedules, deliverables, and scope.
- Promotes I&IT project management best practices and adherence to standard methodologies.
- Directs project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
- Coordinates and monitors project processes, develops/communicates guidelines and procedures.
- Sources, selects, and on-boards team members in various disciplines, clarifies roles and responsibilities, and sets task/deliverable/performance expectations for resources (unionized employees and consultants).
- Resolves resourcing and interpersonal conflicts, negotiates changes to resourcing, ensures knowledge sharing among team members.
- Manages large project budgets, ensures fiscal control and accountability (estimates, forecasts, actuals).
- Identifies potential risk events and issues, develops mitigating strategies.
- Articulates and prioritizes issues and risks at senior executive levels, recommends mitigation strategies.
- Establishes and participates in steering committee and stakeholder forums.
- Provides project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Overcomes resistance to change and capitalizes on supporting forces during all project stages (concept, definition, planning, implementation, close-out).
- Promotes OPS I&IT standards and best practices for project management.
Desirable Skills: Experience leading projects involving Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server, GIS infrastructure, middleware, maintenance, services, applications, databases, monitoring, and tools. Experience leading projects involving integrated networking technologies, Microsoft Azure, Oracle Spatial, MS Fabric, midrange server, enterprise storage, and personal computer system technologies. Knowledge of Project Management's Institute's Project Management Body of Knowledge. Knowledge of Information Management principles, concepts, policies, and practices. Knowledge of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards. Ability to make recommendations on the acquisition of software, hardware, and technology resources. Experience managing and coordinating project monitoring, anticipating and troubleshooting issues, providing ongoing expertise, resolving problems, and providing project effectiveness. Ability to identify conflict between project and functional areas and develop responses. Ability to handle client relationships, manage expectations, provide updates as required.
