Full-Time Human Factors and Social Science Subject Matter Expert

Background: The Center for Biomedical Advanced Research and Development Authority (BARDA) develops vaccines, drugs, therapies, and diagnostics for public health emergencies (e.g., CBRN, pandemic influenza, emerging infectious diseases). BARDA works with industry partners to protect Americans and respond to 21st-century health security threats.

General SME Responsibilities:

• Support BARDA program offices as SME in chemical, radiological/nuclear, burn/blast, biological (viral/bacterial), influenza and emerging infectious diseases.
• Support research, development, manufacture, and regulatory approval of medical countermeasures (diagnostics, devices, vaccines, therapeutics).
• Provide guidance and recommendations on identified areas.
• Advise on Technical Evaluation Panels (TEPs) (white papers, proposals, budgets).
• Participate on Program Coordination Teams (PCTs).
• Provide expert assessments, recommendations, and guidance to PCTs and CORs.
• Provide subject matter expertise and support for cost estimates.
• Review and comment on study protocols, reports, regulatory documents, presentations, proposals, etc.
• Develop work products (expert summary reports, assessments, analysis reports, manuscripts) for BARDA's mission.
• Advise federal staff on Contractor statements of work.
• Distill complex information into concise summaries (risk/benefit analyses, recommendations).
• Participate in strategic discussions, program area development.
• Provide recommendations for portfolio management and oversight.
• Provide recommendations for Total Life Cycle Cost (TLCC) efforts.
• Participate in market research efforts.

Responsibilities specific to Human Factors and Social Science:

• Serve as SME focused on human factors, user experience, human-centered design, social factors, and equity/access for medical countermeasures.
• Provide strategic insight on usability, human factors, and patient experience.
• Provide recommendations to BARDA programs on integrating user feedback.
• Review and provide expert feedback on clinical protocols, surveys, etc., exploring participant, patient, and user experiences.
• Contribute as a PCT member, serving as a SME on above areas for BARDA funded efforts.

Qualifications:

• At least 15 years of academic, research, or industry experience in human factors, user experience, and human-centered design focused on biomedical/clinical product development.
• Graduate degree in relevant disciplines (e.g., public health, health sciences, social sciences, engineering, design).
• Solid understanding of life sciences/medical countermeasures product design and development and user experience.
• Desirable: clinical experience in evaluating human factors/human-centered design research.
