Contractor Program Architect

The NC Department of Health and Human Services is seeking Senior program architect to support existing North Carolina Child Support Services (CSS) applications for maintenance, enhancement and upcoming modernization. This role and the skills are extremely critical for the application we support. This resource would work on any needed software and application upgrade, architecture support and management, effort management as well as database administration, CICS and Telon technical support. ACTS uses Telon for development of online CICS/Cobol/DB2 application module. This resource will lead the effort for all CSS Applications (mainframe as well as web) continue to meet IRS 1075 requirements and assist with regular IRS review and mitigation needs.

The resource will play key architectural role in planning and implementation of Child support application modernization apart from working on needed Child support program enhancement efforts spanning across Mainframe and web application (Java, WebSphere, Windows server).

Required Skills:

• Architecture support and management, (Required 7 Years)
• DB2 (Z/OS) application Programming and DBA (Required 10 Years)
• TELON (Mainframe) Architecture and Programming (Required 7 Years)
• Mainframe technologies (Cobol, CICS, JCL, DB2, Zeke, X/PTR) (Required 10 Years)
• Knowledge of tools and technology for data encryption (Required 5 Years)
• Experience in planning and implementation of Child support application modernization. (Required 7 Years)
• Strong working knowledge of the Child Support business (Required 7 Years)
• Experience with structured system development methodologies, preferably waterfall method. (Required 5 Years)
• Web application experience (WebSphere, Java) (Required 5 Years)
