Senior Level - Technical Debt Project Manager

IMPORTANT NOTE: The right candidates are those who have specifically worked as a PM with the retirement of Mainframe Technologies and management of technical debt. If your candidates haven't done this specific PM work, don't have it clearly defined on their resumes, and can't detail this experience, please do not submit them. This experience is essential for this role.
NDHHS has funding to sunset 27 applications using unsupported Mainframe technology. The state is sunsetting the Mainframe and needs a Project Manager (HHS Technical Debt PM) to coordinate the retirement of these applications.
This involves:
- Coordinating IT and Business stakeholders.
- Implementing existing/new solutions.
- Changing IT processes.
- Reducing technical debt.
- Removing data from Mainframe IBM Z-Series storage (COBOL, DB2, ADABAS).
The HHS Technical Debt PM will manage vendors, costs, and assigned staff. Close collaboration with the large IT Project Manager and Large Project Oversight Project Manager is crucial for project success, requiring operational expertise, real-time leadership, and a focus on compliance, team performance, and quality assurance.
Qualifications:
- Proven experience managing technical debt.
- Excellent communication skills.

- Leadership experience managing cross-functional teams.
- Risk management skills.
Required Skills:
- Previous experience retiring Mainframe Technologies as a Project Manager
- 10+ years managing IT projects
- 5+ years in software development, systems architecture, IT infrastructure, and troubleshooting
- Proficiency in Agile, Scrum, and Waterfall methodologies
Preferred Skills:
- State government experience as a PM for Mainframe retirement.
- ScrumMaster certification.
- GIAC Project Manager or Technical Project Management certification.
Soft Skills:
- Communication: Facilitate clear communication with teams and stakeholders.
- Problem-solving: Identify and resolve technical issues.
- Leadership: Lead and manage cross-functional teams.
