Contracts Manager is responsible for overseeing the entire contract lifecycle, emphasizing pre-award and RFP processes. Requires expert knowledge of contract administration, negotiation techniques, and procurement procedures to ensure organizational compliance and maximize vendor relationships.
Core Responsibilities
- Pre-Award/RFP Management (50%)
- Lead RFP, RFI, and RFQ development, review, and issuance.
- Design evaluation criteria and scoring methodologies for vendor proposals.
- Coordinate pre-proposal conferences and site visits.
- Manage proposal evaluation process, including selection committees.
- Conduct cost and price analysis to determine fair pricing.
- Prepare comprehensive bid analysis reports and recommendations.
- Ensure compliance with organizational procurement policies and regulations.
- Negotiate with prospective vendors to secure favorable terms.
- Draft and finalize contract documents incorporating negotiated terms. Possible SOX control responsibilities.
- Contract Administration (30%)
- Maintain contract management systems and documentation.
- Monitor vendor performance against contractual obligations.
- Process contract modifications, amendments, and change orders.
- Manage contract renewal and termination processes.
- Coordinate contract closeout procedures.
- Conduct post-contract reviews for process improvements.
- Risk Management & Compliance (20%)
- Identify and mitigate contract-related risks.
- Ensure adherence to organizational policies and regulations.
- Maintain current knowledge of industry best practices and regulatory changes.
- Develop standardized contract templates and procurement procedures.
- Maintain proper documentation for audit purposes.
- Provide training to staff on contract processes and compliance.
Required Qualifications
- Bachelor's degree in Business Administration, Supply Chain, Law, or related field.
- 5+ years of progressive experience in contract management, focusing on pre-award and RFP processes.
- Demonstrated experience developing RFPs and managing competitive bidding.
- Proven track record of successful contract negotiations.
- Strong understanding of contract law and procurement regulations.
- Excellent analytical and problem-solving abilities.
- Superior written and verbal communication skills.
- Proficiency with contract management software and MS Office.
Preferred Qualifications
- Professional certifications (CPCM, CFCM, CPP)
- Experience with public sector procurement.
- Knowledge of industry-specific regulations.
- Experience with e-procurement systems and digital contract management.
