Full-Time Procurement Specialist

AECOM is seeking a Procurement Specialist to work remotely. The client is located in Sacramento, CA, so Pacific Timezone work hours are expected.

JOB SUMMARY: Support the efficient execution for managing, preparing, and analyzing contracts and procurement agreements for CAHSR.

JOB RESPONSIBILITIES:

• Apply procurement processes, market research, and business management for timely goods/service delivery.
• Utilize innovative cost and time efficient strategies in decision-making.
• Formulate the best contracting approach to satisfy requirements.
• Determine the best contract type, develop clauses and terms.
• Perform cost and price analysis for negotiations and supporting documentation.
• Liaise with contractors throughout contract lifecycles (A/E, supply, construction, IT, utility, service). Resolve problems under Contract Manager direction.
• Coordinate with legal, finance, and other departments for compliance.
• Implement contract management policies, identify improvements, and maintain records.
• Monitor contract execution, and provide training/guidance.
• Collaborate with internal stakeholders to align contracts with objectives and risk tolerance.
• Ensure compliance with legal, regulatory, and CAHSR policies.
• Coordinate stakeholder review of contract drafts (Legal, Risk Management, Audit, Environmental, Safety, etc.) to mitigate risk.
• Review, modify, and negotiate contract terms to mitigate risk.
• Prepare, maintain, and review purchasing files, reports, and price lists.
• Prepare purchase orders and send copies to suppliers and departments.
• Maintain awareness of safety in daily activities.
• Respond to customer and supplier inquiries about order status, changes, or cancellations.
• Compare prices, specifications, and delivery dates to determine best acquisition method; prepare PreAward/PreSolicitation documentation.
• Track requisitions, contracts, and orders.
• Contribute to the overall success of the AECOM and CAHSR office.
