Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

Senior Buyer
In this role, you will be responsible for performing all functions related to formal and informal procurements of supplies, equipment, professional services, and software subscriptions for Natcast's operating and capital needs. You will play a crucial role in ensuring cost-effective and compliant procurement processes that support Natcast's mission in advancing semiconductor R&D and manufacturing.
Every day, you will develop and execute procurement strategies, evaluate and select suppliers, negotiate contracts, and maintain effective supplier relationships while ensuring compliance with applicable federal, state, and local laws and regulatory agreements.
To thrive in this role, you must have a strong background in procurement and contract management, excellent analytical skills, and the ability to navigate complex procurement processes in a public/non-profit environment.
Natcast is a purpose-built, non-profit entity established by the CHIPS Act to operate the National Semiconductor Technology Center (NSTC) consortium. As a key component of the CHIPS and Science Act, Natcast is dedicated to advancing semiconductor R&D in the United States, convening government, industry, and academia to address the most challenging barriers to technological progress in the domestic semiconductor industry. This reflects a once-in-a-generation opportunity for the U.S. to drive innovation, set standards, and re-establish global leadership in semiconductor design and manufacturing.
The Senior Buyer plays a vital role in ensuring that Natcast has the necessary resources and services to carry out its mission effectively and efficiently. Responsibilities
- Develop, gain approval for, and execute procurement strategies for assigned commodities and suppliers
- Evaluate and procure assigned categories of goods, professional services, and software subscriptions
- Select suppliers to provide stability, quality, competitive cost, and on-time performance
- Prepare bidding and contract documents for both formal and informal procurements
- Issue supplier documents including contracts, agreements, Request for Quotations (RFQ), and Request for Proposals (RFP)
- Negotiate contracts to obtain the most cost-effective prices and terms
- Research and monitor market prices for reasonable comparisons
- Maintain official procurement documentation files and all post-award activity
- Ensure compliance with applicable federal, state, and local laws and regulatory agreements
- Bachelor's degree in Supply Chain, Business, or related field, or equivalent experience
- 4+ years of Procurement and Contract Management experience
- Experience evaluating and procuring professional services (consultants) and software subscriptions (SaaS)
- Knowledge of supplier evaluation and selection processes, total cost analysis, and contract negotiations
- Familiarity with public/non-profit/governmental procurements
- Strong analytical skills and proficiency in MS Office and cloud-based work applications
- Excellent record-keeping and administrative skills
- Ability to meet tight deadlines and manage multiple priorities
- Willingness to travel up to 10% and work extended hours when required
- Strong organizational skills and attention to detail
- Critical thinking and problem-solving abilities
- Ability to work independently and as part of a team
- Experience in contract management and procurement workflows
- Strong communication skills (written and verbal)
- Certification such as CPSM, CPM, CPCM, or similar
