Job Details
Subcontracts Administrator (SA) will procure materials, equipment, and services supporting Citizant’s business efforts.
Manages procurement and administration activities for material items and subcontracting work.
Identifies company needs, researches, negotiates with potential sources, and selects subcontractors.
Reports to Citizant’s Senior Manager, Contracts and Subcontracts.
Develops, negotiates, and administers Non-Disclosure Agreements, Teaming Agreements, Subcontracts, and related agreements (cradle to grave), following customer and Citizant policies.
Serves as communication liaison during the capture process, ensuring team awareness of data calls, responses, and stakeholder communication.
Ensures timely subcontract negotiations for fair pricing and terms.
Resolves subcontract issues by providing advice based on interpretation.
Coordinates with program managers to ensure subcontract fulfillment.
Creates and reviews subcontract team files for audit compliance.
Maintains knowledge of subcontract procedures and practices.
Participates in proposal and program strategy.
Maintains industry peer communication network.
Ensures FAR provisions from Prime contracts flow to subcontracts.
Reviews/approves subcontractor invoices for accuracy.
Manages special projects as needed.
Supports Contracts Manager as needed.
Requirements:
3-5 years of related subcontract administration experience in Government Contracting.
Strong organization and communication skills.
Knowledge of subcontract administration practices, procedures, and processes.
Knowledge of relevant laws, regulations, terms, conditions, and policies (FAR, DFAR, etc.).
Excellent verbal communication, presentation, and interpersonal skills.
Strong analytical abilities; detail-oriented.
Proficient with Microsoft Office (Word, Excel, PowerPoint).
Desired Skills:
Costpoint experience is highly desired.
Knowledge of CPSR compliance.
Knowledge of negotiating agreements, including FAR, DFARS, and agency-specific regulations.
Understanding of business case, financial, and profit/loss implications.
Conducts price analyses and supports Operations with financial impacts.
Ability to establish relationships with Federal customers and industry partners.
Understanding of Federal proposals and procurement.
Education:
Bachelor’s degree in a relevant field.
Clearance:
Active Secret Security Clearance is a plus.
US Citizenship required.
