Consultancy - Evaluating the Sustainability of Oxfam’s Disaster Risk Reduction Programs in the Pacific and the Philippines

BACKGROUND Oxfam is committed to a just and sustainable future. Oxfam works to enhance humanitarian action, helping people and communities develop core competencies for resilience. It reorients the humanitarian system toward local leadership, and expands opportunities for those affected by protracted conflict and recurring crises to lead on sustainable solutions. Oxfam fights inequalities, promoting just economies, gender and climate justice, and accountable governance. Oxfam America implemented a disaster risk reduction program whose main outcomes included DRR Capacity Development, Communities’ Asset Protection, and DRR Knowledge and Learning.
PURPOSE AND SCOPE OF THE EVALUATION To explore the sustainability of disaster preparedness and response capacities after a 3-6 year program. This evaluation will assess long-term impacts and identify sustainability factors. It will measure how communities maintained preparedness practices after program completion. Oxfam aims to assess sustainability domains (human, social, environmental, economic) and will collaborate with local stakeholders. A sample of communities will be evaluated across the Philippines, Solomon Islands, and Vanuatu.
KEY EVALUATION QUESTIONS
- To what extent have past DRR interventions’ impacts been sustained in communities and local authorities across human, social, environmental, and economic domains?
- To what extent have DRR projects and local factors contributed to challenges and successes in maintaining sustainable DRR capacities and processes?
- What are influencing factors and approaches to increasing long-lasting positive impacts, and detrimental factors hindering disaster resilience?
SUGGESTED METHODOLOGY
The consulting team will develop a robust methodology to answer key evaluation questions. It will include an inception phase, on-site data collection, analysis, and report writing. Mixed methods and participatory approaches are required.

- Draft Evaluation Report with case studies and recommendations by Nov 14, 2025
- Country brief reports (Annexes) by Dec 4, 2025
- Final evaluation report by Dec 12, 2025
- Dissemination Strategy Plan by Dec 4, 2025
TEAM COMPOSITION AND QUALIFICATIONS
The evaluation team should consider country-specific contexts. The team will consist of an Evaluation Lead with 7+ years of M&E experience in Disaster Risk Reduction and other relevant areas.
