As a Senior Project Engineer with a focus on tendering at Segula Technologies, you will play a critical role in the preparation, submission, and management of tender proposals for engineering projects. You will leverage your technical expertise and project management skills to ensure that all tenders are comprehensive, competitive, and align with client requirements and company standards. This position is transversal, overseeing and supporting all offices and countries where Segula operates, working at the group level to provide guidance and support across our global operations.
Key Responsibilities:
- Analyse tender documents to understand project requirements, scope of work, and deliverables.
- Coordinate with internal departments (e.g., design, procurement, finance) and international offices to gather necessary information for tender preparation.
- Develop and manage tender timelines to ensure timely submission of proposals.
- Prepare detailed technical and commercial proposals, including scope of work, project schedules, resource plans, and cost estimates.
- Prepare method statements, work plans, and other technical documentation required for tenders.
- Pre-sales management by mastering company’s value propositions in different sectors, the advantages of these proposals in the market and in comparison to the competition.
- Preparing the technical answers and documents to fulfil the Request for Information and Pre-Qualification rounds.
Cost Estimation and Risk Management:
- Perform detailed cost estimation, including labor, materials, equipment, and subcontractor costs.
- Identify and evaluate project risks and develop mitigation strategies.
- Ensure that all cost estimates are accurate and competitive while maintaining profitability.
Resource Forecasting:
- Calculate the required man-hours to execute the job and fulfill all deliverables of the project.
- Coordinate with project teams to allocate resources effectively.
Client and Stakeholder Interaction:
- Liaise with clients to clarify tender requirements and address any queries.
- Participate in pre-tender meetings, site visits, and post-tender negotiations.
- Develop and maintain strong relationships with clients, suppliers, and subcontractors as well as internal stakeholders from different operating locations.
Collaboration and Coordination:
- Work closely with the project management team to align tender proposals with project execution strategies.
- Coordinate with the design team to ensure that engineering designs meet tender specifications.
- Collaborate with the procurement team to obtain competitive quotes from suppliers and subcontractors.
Global Oversight, Support and Review:
- Oversee and support all Segula offices and operations in different countries.
- Provide guidance and assistance to local teams to ensure consistent tendering practices and standards.
- Foster collaboration between different offices to leverage global expertise and resources.
- Share knowledge and best practices within the team to improve the quality and competitiveness of tenders and hiring processes
- Evaluate, study, and question hypotheses based on clients' needs for other prepared tenders.
- Ensure all big projects have undergone thorough check and balance processes.
- Energy experience is a must
- Bachelor’s degree in engineering (Civil, Mechanical, Electrical, Process, etc.) or a related field.
- Minimum of 10 years of experience in project engineering, with significant experience in tendering for engineering or EPC projects.
- Experience in Field Engineering is highly appreciated.
- Strong technical background and understanding of engineering principles and practices.
- Proven experience in cost estimation, risk management, and contract negotiation.
- Excellent communication, negotiation, and presentation skills.
- Advanced English proficiency is required; proficiency in another European language (Italian, German, or French) is a big plus.
- International experience in industries such as oil and gas (downstream), steel, cement, or renewable energies is highly appreciated.
- Extensive knowledge in one or two main engineering discipline and working experience and knowledge in others.
- Clear understanding of EPC project phases, requirements in each phase, FEED studies, and owner's engineering.
- Proficiency in project management software and tools.
- Strong analytical and problem-solving skills and a desire to learn and improve.
