Background: In 2006, BARDA was established to support vaccine, therapeutic, and diagnostic development during public health emergencies. BARDA's success includes over 60 FDA approvals, 101 COVID-19 products supported, and 136 COVID-19 partnerships.
General SME Responsibilities:
- Support BARDA in chemical, radiological/nuclear, burn/blast, biological threats, Influenza, and emerging infectious diseases.
- Assist in the research, development, manufacture, and regulatory approval of medical countermeasures.
- Provide guidance and recommendations on key issues.
- Serve on Technical Evaluation Panels (TEPs).
- Participate in Program Coordination Teams (PCTs).
- Provide expert assessments, recommendations, and educational materials.
- Develop work products (reports, analyses, etc.) related to BARDA's mission.
- Advise on the success probability of contractor proposals.
- Distill complex information into concise summaries.
- Participate in strategic discussions and program development.
- Provide recommendations for project portfolio management and TLCC efforts.
- Participate in Market Research efforts.
Senior Chemical SME Specific Responsibilities:
- Provide subject matter expertise in chemical, biological, radiological, and nuclear threats.
- Monitor project performance and identify risks.
- Support Portfolio and Program Managers in customer engagement.
- Collect and analyze user requirements and existing/emerging technologies.
- Perform routine tasks, including scheduling, writing memos, and maintaining records.
- Assist with technology transitions.
- Attend meetings, workshops, and reviews.
- Support S&T Executive Secretary data calls and reporting.
- Support technology identification, assessment, and testing.
- Provide guidance to less experienced staff.
- Maintain currency in WMD technologies.
- Devise, evaluate, and recommend new methodologies.
- Coordinate with program managers, scientists, etc.
- Provide timely threat characterizations to defense planners.
- Create reports, briefings, and project deliverables.
- Collaborate with the Intelligence Community, DoD, labs, and academia.
- Perform research, collection, and collation of intelligence information.
- Develop technical reports and briefings.
Qualifications:
- Doctoral degree in chemistry, pharmacology, toxicology, etc.
- 15+ years of experience
- Strong interpersonal and communication skills
- Ability to communicate complex analyses to various audiences.
- Demonstrated knowledge of adversary chemical programs, trends, etc.
- Understanding of global chemical infrastructure and technology control efforts.
- Experience in consequence management.
- Strong problem-solving skills
- Excellent team-leading skills are also preferred.
