Background: In 2006, the Biomedical Advanced Research and Development Authority (BARDA) was established to support vaccine, therapeutic, diagnostic, and innovative technology development for public health emergencies. BARDA's success is evident in FDA approvals, licenses, clearances, and partnerships related to COVID-19. This success is centered on partnerships accelerating medical countermeasure (MCM) development vital to national security.
General SME Responsibilities: Support BARDA program offices as a subject matter expert in chemical threats and MCM research, development, manufacture, and regulatory processes. Serve on Technical Evaluation Panels (TEPs) reviewing white papers, proposals, and budgets. Participate in Program Coordination Teams (PCTs) and provide expert assessments and recommendations.
Responsibilities (Continued): Provide cost estimations for programs, review study protocols/reports/regulatory documents, develop work products (e.g., expert reports, risk/benefit analyses), and advise on contractor statements of work. Participate in strategic discussions and advise on project development. Provide recommendations for Total Life Cycle Cost (TLCC) efforts and market research.
Senior Chemical Subject Matter Expert Specific Responsibilities: Provide subject matter expertise in chemical and biological homeland security areas, monitor project performance, and ensure technical, programmatic, and financial goals are met. Assist with technology transitions. Attend meetings, workshops, conferences, and program reviews. Support technology identification, assessment, and testing, coordinating with government, academic, and industry programs. Deliver work products related to BARDA's chemical threat MCM programs.
Responsibilities (Continued): Provide guidance to less experienced staff, contribute to multi-functional teams, maintain currency in WMD technologies, and coordinate with program managers and other experts. Collaborate with intelligence, defense, national labs, and academia. Develop technical reports, briefings, and status reports.
Qualifications: Doctoral degree in chemistry, pharmacology, toxicology, or related field with 15+ years of experience. Strong ability to lead or work effectively in teams, excellent communication skills. Proven ability to present complex analyses to laymen and senior government officials. Knowledge of adversary chemical programs, trends, and technologies, WMD/counterproliferation, global chemical infrastructure, and technology control efforts (e.g., OPCW, CWC, Australia Group).
