Background: In 2006, the Biomedical Advanced Research and Development Authority (BARDA) was established to support the development of vaccines, therapeutics, diagnostics, and innovative technologies for public health emergencies. BARDA's success includes FDA approvals/licenses/clearances, COVID-19 product support, and partnerships. This success relies on public-private partnerships accelerating medical countermeasure (MCM) development.
General SME Responsibilities: Support BARDA Program Office(s) as an expert in Chemical, Radiological/Nuclear, Burn/Blast, or Biological threats (viral/bacterial), Influenza/Emerging Infectious Diseases. This includes research, development, manufacturing, and regulatory approval/licensing/clearance of MCMs (diagnostics, devices, vaccines, therapeutics). Candidates with experience in these areas are desired: medicinal chemistry, preclinical development, advanced clinical development, analytical product testing, quality control, clinical/regulatory policy, manufacturing, process development/optimization, device development/manufacturing, reliability engineering, Software, Assay chemistry, microbiology, virology, immunology, plastic consumable design/manufacturing, manufacturing scalability, sterile/aseptic techniques.
Provide guidance, recommendations on key issues, serve as advisor on Technical Evaluation Panels (TEPs), participate as subject matter expert on Program Coordination Teams (PCTs). Provide assessments, recommendations, guidance, and educational material to PCT and COR. Provide subject matter expertise and advisory support to federal staff on cost estimates. Review and comment on study protocols, reports, regulatory documents, presentations, proposals, etc. Develop work products like expert reports, analyses, manuscript writing, and review of BARDA documents (e.g., solicitations, proposals). Advise federal staff on contractor statements of work and ways to improve them. Provide risk/benefit analyses and recommendations. Participate in strategic discussions and building new program areas.
Senior Radiological/Nuclear SME Specific Responsibilities: Provide guidance to less experienced staff, contribute to multi-functional teams, stay current in nuclear technologies. Devise, evaluate, and recommend new methodologies/analytical tools. Develop and manage programs within BARDA radiological/nuclear medical countermeasure contracts. Coordinate with program managers, scientists. Provide defense planners with threat characterizations. Collaborate with Intelligence Community, DoD, national labs, and academia.
Qualifications: PhD in nuclear engineering, physics. 15+ years of experience with intelligence analysis (multi-INT databases), medical countermeasures (diagnostics, devices, vaccines/therapeutics), state nuclear programs/trends/technologies. Practical understanding of weaponizing nuclear/radiological materials, global nuclear energy programs/technologies, global technology control efforts. Characterization of consequence management variables. Communication of complex analyses, clear written expression.
