Background: In 2006, BARDA was established to support vaccine, therapeutic, diagnostic, and technology development for public health emergencies. Success includes over 60 FDA approvals, 101 COVID-19 products supported, and 136 partnerships. This relies on public-private partnerships to accelerate Medical Countermeasure (MCM) development. BARDA provides critical support for MCM regulatory approval, deployment, advanced research and development, FDA licensure, and clinical use.
Job Responsibilities:
- Provide concept ideas for BARDA Program Division(s).
- Prepare draft work statements (SOW, SOO, PWSIGCE & Cost Estimates) for solicitations (RFIs, RFPs, SSNs, etc.).
- Review and advise on contract proposals.
- Provide project and program level portfolio management and oversight (technical and administrative).
- Develop, implement, and improve Total Life Cycle Cost (TLCC) efforts.
- Assist in contract negotiations (technical matters, as requested).
- Deliver briefings for ASPR/BARDA Senior Leadership.
- Serve as scientific and technical representative for project management of MCM advanced development, licensure, acquisition, regulatory and clinical pathways, and manufacturing capacity establishment.
Qualifications:
- At least 15 years of relevant industry experience, including executive-level service, with an advanced degree.
- Vaccine/Therapeutic Development: Doctoral degree in biological or chemical sciences with postdoctoral experience.
- Regulatory/Clinical Studies: Doctoral degree in medicine or pharmacy with commensurate experience.
- Diagnostics: PhD in a relevant life science (immunology, molecular biology, etc.), or Master's/Bachelor's with experience in a physical science (engineering, physics, etc.).
- Manufacturing/Portfolio Management: Bachelor's in chemistry, Chemical Engineering, or Biology with 15+ years in pharmaceutical facility architecture/application, or advanced degree in business with experience in pharmaceutical product development/TLCC management.
