Role Overview: The Bilingual Human Resources Manager provides HR expertise to an assigned client group. They work with the Director, Human Resources, and the HR team to support employee attraction, management, development, and retention, and lead on Quebec legislative obligations.
Responsibilities:
- Provides HR expertise and consulting to support employees and leaders.
- Develops, plans, and executes HR programs (e.g., recruitment, retention, performance management, compensation).
- Provides guidance and advice to leadership on HR issues, ensuring alignment with policies and legislative requirements.
- Supports the employee journey from recruitment through onboarding and offboarding.
- Collaborates with HR team members on improving HR practices.
- Provides consultative services to managers and employees on issues like incident investigations, discipline, and performance.
- Advises on roles, position development, and job descriptions.
- Manages data on HR programs (e.g., recruitment reports, exit interviews).
- Participates in HR projects and drives continuous improvement.
- Partners with senior leaders on HR matters.
- Builds strong relationships with business leaders at various levels.
- Advises and coaches on HR matters to support the best outcomes.
- Aligns HR strategies with business and organizational goals.
- Resolves employee and performance issues while ensuring legal compliance.
- Uses data to understand and identify patterns for HR attention.
- Provides full recruitment services (job description review, posting, sourcing, interviewing, onboarding).
- Applies an EDI lens to the recruitment process.
- Supports managers in job description development.
- Conducts interviews and reference checks for candidate alignment.
- Provides support with employee relations issues, including coaching managers on performance issues.
- Ensures compliance with Heart & Stroke policies and regulations.
- Supports the performance appraisal and compensation programs.
- Advises on performance effectiveness issues and development plans.
- Provides counsel on absence management, including short-term and long-term disability.
- Coordinates return-to-work and accommodation requirements.
- Ensures understanding and compliance with HR policies and practices, especially Quebec requirements.
- Assists with special projects for national and local initiatives.
