Reports to: Senior Director, Public Health Systems

Supervises: 2-3 direct reports and a total team size of 4-8

Department: Public Health Systems

Salary Range: $119,000 – $132,000 and commensurate with experience

Location: Washington, D.C. or Remote

FLSA Status: Exempt

Position Summary The Director, Health Systems Strengthening and Integration (Director, HSSI) is a pivotal leadership role responsible for shaping and guiding the strategic direction of NASTAD’s efforts to strengthen and integrate governmental public health systems across the country, with a focus on Ryan White, ADAP, and Medicaid programs and surveillance infrastructure.

The Director, HSSI will lead initiatives that support health departments in modernizing data systems, improving service delivery integration, and aligning federal funding streams like Medicaid, Ryan White, and other public health programs to maximize public health impact.

This individual will lead a multidisciplinary team and partner with senior leaders at health departments to drive systems-level change that improves health outcomes for communities impacted by HIV, hepatitis, STIs, and substance use.

Essential Duties

  1. Create a vision and plan for short- and long-term efforts at strengthening public health systems across the country that is aligned with NASTAD’s strategy and available (or potential) resources for new business development.
  2. Lead business development efforts, including identifying new grants or other fiscal resources to advance our Health Systems Strengthening and Integration work, writing grant proposals, and cultivating partnerships.
  3. Lead and manage the planning, design, and execution of complex projects across NASTAD’s portfolio, but especially our technical assistance and capacity-building efforts related to Medicaid, Ryan White, ADAP, surveillance modernization, and the alignment and integration of these programs.
  4. Supervise and mentor staff across multiple projects, supporting professional development and designing systems for cross-collaboration.
  5. Cultivate and manage relationships with federal partners (e.g., HRSA, CDC), external consultants, and health departments.
  6. Ensure programmatic deliverables are met, budgets are managed, and project reporting and evaluation are conducted on time.
  7. Promote the use of equity-informed and community-engaged approaches to systems strengthening.
  8. Provide strategic thinking and problem solving related to organizational, operational, programmatic, and policy development as a member of the Organizational Leadership Team (OLT).
  9. Represent NASTAD in national conversations on health systems integration, and disseminate lessons learned via publications, presentations, and convenings.

Skills/Knowledge/Abilities

  • Ability to design health systems integration strategies for complex programs like Ryan White, ADAP, and/or Medicaid
  • Strong knowledge of health-related data systems such as surveillance platforms, Medicaid data systems, Ryan White Services Reports (RSR), or ADAP Data Report (ADR) systems.
  • Deep understanding of the policy landscape impacting HIV, hepatitis, and drug user health programs.
  • Demonstrated ability to lead high-performing teams and foster collaborative, inclusive work environments.
  • Commitment to racial justice, equity, and anti-racism in public health systems.
  • Excellent oral and written communication, interpersonal, and facilitation skills.

Experience/Education Bachelor’s degree or higher or any equivalent combination of training, education, and experience that demonstrates the candidate’s ability to perform the position’s duties. At least 12 years of progressively responsible experience in public health program design, implementation, and systems-level work. Experience managing multi-stakeholder projects, including federal grants and cooperative agreements. Prior experience working with or in health departments, especially related to HIV, hepatitis, Medicaid, or ADAP programs. Experience with federal funders and public health cooperative agreements strongly preferred

Full-time, 40 hours/week role. Willing to travel as needed, up to 35%
