Background: The Center for the Biomedical Advanced Research and Development Authority (BARDA) provides an integrated approach to developing vaccines, drugs, therapies, and diagnostics for public health emergencies (CBRN, PI, EID). BARDA works with industry partners to advance medical countermeasures.
General SME Responsibilities: Support BARDA programs as a subject matter expert in Chemical, Radiological/Nuclear, Burn/Blast, Biological (viral/bacterial), Influenza, and Emerging Infectious Diseases. Expertise required in research, development, manufacturing, and regulatory approval/licensure/clearance of medical countermeasures (diagnostics, devices, vaccines, therapeutics).

Specific Responsibilities: Provide guidance/recommendations, serve on Technical Evaluation Panels (TEPs), participate on Program Coordination Teams (PCTs), provide expert assessments/recommendations, develop work products (expert summaries, opinion reports, analysis reports, manuscripts), advise on contractor statements of work, distill complex information, participate in strategic discussions, advise on portfolio management, provide recommendations for Total Life Cycle Cost (TLCC) efforts, participate in market research.
Human Factors and Social Science Responsibilities: Serve as SME on human factors, user experience, human-centered design, social factors, equity/access in medical countermeasure development/adoption. Provide strategic insight on usability/patient experience. Integrate user feedback into BARDA programs. Review clinical protocols/surveys. Contribute to PCTs as SME for human factors/user experience.
Requirements: 15+ years experience in human performance, human factors, user experience, and human-centered design focused on biomedical product development. Graduate degree in relevant disciplines (public health, health sciences, social sciences, engineering, design, biological sciences). Understanding of life sciences/medical countermeasures and user experience. Clinical experience in human factors/human-centered design research is desired.
