Forefront’s Government Division is seeking a detail-oriented and experienced Payroll Manager to join our team. The ideal candidate will possess a strong background in payroll processing, particularly in the context of government contracting, and a comprehensive understanding of benefits administration. This role requires exceptional attention to detail, a deep understanding of compliance requirements, and a proactive approach to ensuring accurate and efficient payroll operations.
Government Contracting experience is necessary to be successful in this Payroll Manager role.
Key Responsibilities:
- Payroll Processing: Accurately process payroll for all employees, ensuring compliance with federal, state, and local regulations, as well as adherence to government contracting standards. Maintain and update payroll systems with employee data, including hours worked, deductions, and benefits. Manage payroll schedules to ensure timely and accurate disbursement of wages.
- Government Contracting Compliance: Ensure payroll processes align with the specific requirements of government contracts, including adherence to the Davis-Bacon Act, Service Contract Act (SCA), Collective Bargaining Agreement (CBA), or other applicable labor laws. Monitor and report on prevailing wage determinations, certified payroll reports, and other compliance requirements. Collaborate with the compliance team to address audits or inquiries related to payroll practices.
- Benefits Administration: Oversee the enrollment, tracking, and management of employee benefits, including health insurance, retirement plans, and other company-offered programs. Coordinate with benefits providers to resolve discrepancies and ensure accurate record-keeping. Educate employees on available benefits and assist them with enrollment or changes as needed.
- Reporting and Record-Keeping: Prepare and distribute payroll-related reports, including tax filings, W-2s, and other documentation. Maintain accurate records of payroll transactions and benefits enrollments. Conduct periodic audits to ensure data integrity and compliance.
- Process Improvement: Identify opportunities to streamline payroll and benefits processes to enhance efficiency and accuracy. Stay updated on changes in payroll laws, government contracting regulations, and benefits trends to ensure best practices.
- Employee Support: Respond promptly and professionally to payroll and benefits-related inquiries from employees. Resolve payroll discrepancies and ensure employee satisfaction.
- Invoicing: Coordinate the preparation of weekly government billing based on payroll data, ensuring all labor hours and associated costs are accurately allocated and reported. Collaborate with project managers and accounting teams to reconcile payroll expenses with contract budgets and invoicing requirements. Ensure compliance with government invoicing standards and resolve any discrepancies promptly.
Experience: Minimum of 7 years of payroll processing experience, with at least 5 years in a government contracting environment.
Education: Associate’s degree in Accounting, Business Administration, or a related field (Bachelor’s degree preferred).
Technical Skills: Proficiency in ADP and Microsoft Office Suite, particularly Excel.
Knowledge: In-depth understanding of government contracting requirements, including labor laws and compliance standards, as well as benefits administration.
Skills: Excellent organizational, analytical, and problem-solving skills; strong communication and interpersonal abilities.
Certifications: Certified Payroll Professional (CPP) or similar credential is preferred.
Compensation - $85,000.00 yearly
