Regulatory Compliance Specialist
Assists with development, coordination, and execution of Clean Earth commercial strategies, focused on compliance solutions/professional services. Provides technical compliance & regulatory support to maximize revenue/profit by maintaining/growing existing customer relationships and acquiring new customers.
Works closely with Customer Service and Sales Teams to expand & fulfill professional service offerings.
Provides technical professional services to customers, both remotely and in person, across all Clean Earth verticals.
- Commercial
- Completes State/Federal/Local environmental compliance reporting (TRI, Tier II, Air Emissions, Annual/Biennial Waste Reporting).
- Conducts site audits to assess environmental compliance.
- Completes environmental compliance notifications regarding EPA IDs, Licensing, Permitting, Fees, & Agency Submittals.
- Plans, implements, & coordinates customer-facing regulatory compliance programs.
- Analyzes, tracks, and monitors customer compliance-related data.
- Prepares data for top account regulatory content updates (Quarterly Business Reviews).
- Engages with customer legal, program management, and regulatory management.
- Supports customers with regulatory NOV/Compliance responses.
- Supports elimination of errors/issues to reduce customer risk/exposure.
- Supports system changes/process improvements to enhance efficiencies, maintain compliance, & meet customer expectations.
- Advises sales/customer service teams on regulatory responses/changes, including training content development (e.g., Subpart P, Generator Improvement Rules, Universal Waste, e-Manifest).
- Develops customer-facing written policies, procedures, SOPs, & guidance documents.
- Marketing
- Supports creation of monthly customer newsletter content.
- Develops and presents environmental compliance webinars.
- Supports Customer Advisory Board agenda and content.
- Provides technical review for customer-facing reports and data.
- Acts as liaison with One Clean Earth for customer-facing tool/system development.
- Legislative & Regulatory Affairs
- Monitors Federal, State, & Local regulatory changes/proposed regulations.
- Monitors Federal & State legislative activity.
- Provides technical support for customer-facing regulatory questions.
- Works closely with Clean Earth's Environmental & Health & Safety teams to promote safety & environmental compliance.
- Professional Services (Billable Services)
- Provides professional services for customers including license submittals, payments, & reporting fees.
- Supports annual/biennial reporting.
- Supports California CERS registrations and hazardous materials business plan submittals.
- Provides compliance training, guidance, and advice on generator status changes & waste generation reporting.
- Completes & submits EPA ID# notifications, episodic waste generation notifications, and Subpart P notifications.
- Provides regulatory agency NOV/penalty/citation response support.
- Conducts Formulary Review & Characterization.
- Manages Dumpster Audit programs.
- Conducts client site audits & provides recommendations.
- Develops customer-facing written policies, procedures, SOPs, & guidance documents.

- Performs other reasonably related tasks as assigned.
Qualifications:
- Bachelor's degree in science-related field (preferred).
- 3-5 years of experience in environmental compliance, with experience in RCRA, DOT, TSCA, CERCLA, & state regulations pertaining to hazardous waste.
- 3+ years working with Commercial Sales & Customer Service Teams.
- 3+ years providing environmental compliance support to customers at all RCRA Generator levels.
- 3+ years of supporting onsite services accounts and customers.
- Self-directed, ability to manage multiple projects.
- High proficiency in Microsoft Office software (Excel, Word, PowerPoint, Outlook).
- Excellent verbal/written communication skills, attention to detail, phone contact handling, active listening, & presentation skills.
- Ability to work in high-stress environments.
- Organized & detail-oriented.
- Ability to travel approximately 10%.
Preferred Qualifications:
- Experience in ESG initiatives and Sustainability services.
- Experience in environmental consulting services.
- Experience in data and systems management.
- Experience in On-site programs for Customers.
- Experience in RCRA, OSHA, DOT regulations.
- Experience in California CERS system and preparation of HMBPs.
- Experience in multiple state environmental programs.
